Charlie Carter is much more qualified to address steel prices.

Steel prices are not as regionally sensitive as cement prices.  Fabricators 
in Salt Lake City and Kansas City frequently provide structural steel to 
California, and there are fewer mills.  The mills and fabricators are all 
very cost competitive.  The steel markets have been more volitile recently 
due to the shift in global demand for scrap.  The big demand has come from 
China and SE Asia.
