Studs are not necessarily being welded with the gun.  However, even if they are, and even if the weld is as strong as the beam/stud steel, the allowable shear strength of the stud is 30% lower than the one reflected in the ICC report and AISC spec.

I know I am not addressing your main concern, but it was my
understanding that studs were welded to plates with a special type of
gun where the stud itself was the welding stick, with a sharpened end,
and the end result was the same as a full penetration weld. Thus, the
stud weld was as strong as the stud itself.... I reserve the right to
be wrong.
