If it is just an issue with tilting, I would suggest mud jacking the tank ring foundation to level.

Subject: Tank uplift and repair of tank ring foundation

We are evaluating reuse of tank which was subject to uplift due to vacuum condition.

the ring foundation was tilted and maximum uplift observed is about 450mm. Appreciate any suggestion on what mitigation can be proposed to reuse the tank.
