Macie: The post did go through the first time...just no one has responded yet. As to a response... I would say that it is done at the strength design level. To my knowledge, all seismic forses are at the strength level not allowable stress level. If so, then you could get it to allowable stress level by dividing by 1.4. As to your second question, based upon how it is written, I would say it would be D+L (unfactored) of the member in question, which as written would be a beam, girder, or truss. But, that is just my "guess"/opinion.
