Dave, I am not sure where the term came from, but in the Petro-Chemical and Power Industries, a "cinch anchor" is often used to describe a concrete, expansion type anchor. A "cinch anchor" would be a Hilti "Kwik-Bolt II," Red Head, or equiv., type of anchor. Sometimes a "cinch anchor" also may be used to describe an epoxy anchor. The "cinch anchor" can be located and installed after the piece of equipment is positioned. Not having to locate an anchor bolt beforehand makes it easier to provide the anchors, or a "cinch."
