Do research into glue.

You can make the connection with nothing but bolts, but there will be some
"slop" due to slightly oversized holes.

Specify a glue that can handle the horizontal shear, then specify enough
bolts to hold the pieces together.  Realize that cutting bolt holes can
remove a considerable amount of the section, especially if they are
counter-sunk.

Things to consider:
Type of load: Will the glue experience creep under sustained dead load?
Exposure: Will the glue fail under excessively cold/hot/wet conditions?

I am trying to assist a contractor who purchased 8x8 beams instead of the
8x12 beam called for in the design.  Is it possible to add a 4x8 to the top
of the 8x8 by gluing and bolting the two members together?  Should the
allowable flexural strength be reduced?  Thanks for your help.
