Subject: Question regarding the use of shear tab connections in seismic zone

What are the limitations of the use of shear tab connections for beam 
to beam or beam to column connections for beams that are not part of 
the main lateral force resisting system including the applicable code
sections
for structures that must comply with SEAOC 1996 and the 1995 California
building code, and AISC for seismic zone 4.
