In a 1996 Seminar pressented by John Kariotis entitled "Embedded Anchors in
Reinforced Masonry" in the "Practical Design and Detailing Seminar" Series of
SEAOSC, experimental research of the capacity of J-bolts by Whitlock and Brown
is cited in John's handout notes.  He also speaks of research by others
without specific reference.  The handout notes give no information about where
W & B did their research or how to obtain their data.  

I suggest calling the SEAOSC office to see whether they still have copies of
those handout notes, and calling John Kariotis's (in the SEAOC roster) to see
if he can direct you to the research by W & B and the others.
