Bill Allen asked about the difficulty in drilling an epoxy ancho upward. This is actually not a problem since the epoxy is "injected" into a screen that is placed into the hole. The pressure of the injection forces the epoxy through the screen and "speghetti's" the epoxy into the collar joint and in any voids.
I believe the rationality for restricting the angle of the anchor is similar to a fire cut joist installation. if the anchor pulls out, it should not pull against the upper unsupported wall, but rather to pull against a portion of wall that has a load above it.
